The National Coalition of Black Veteran Organizations is calling on California Governor Gavin Newsom to grant Colonel Allen Allensworth an honorary posthumous promotion to Brigadier General in the California National Guard for Veterans Day, November 11, 2026.
This marks the Coalition’s second request on behalf of the legendary Buffalo Soldier. The first, submitted on August 24, 2026, sought recognition to commemorate the 50th Re-dedication of the state park in Tulare County named in his honor. According to Coalition Chairman Charles Blatcher III, a verbal rejection was conveyed without explanation, but no official written response has been provided. The Coalition is requesting that the Governor personally review the proposal and provide a formal response.
“Recognizing Colonel Allensworth offers California an opportunity to honor a distinguished soldier and community builder,” Blatcher said. “We believe his record of service provides a compelling basis for granting this honorary promotion.”
The proposed recognition is honorary and posthumous. The Coalition is requesting no salary or benefits associated with the promotion. Its purpose is to recognize Allensworth’s achievements and express appreciation for the contributions of Black Americans to California’s development.
“Some may say the state park designation is enough recognition,” Blatcher said. “That acknowledgment, granted during Governor Ronald Reagan’s administration, established a lasting commitment to preserving Allensworth’s community and its history. An honorary promotion would complement that recognition by honoring his military service and leadership.”
Born enslaved, Allensworth became an Army chaplain and rose to the rank of lieutenant colonel before retiring in 1906. He later helped establish the California community bearing his name, advancing education, economic independence, and self-determination for Black Americans. An honorary promotion would recognize both his military career and his enduring contributions to the state.
“Colonel Allensworth’s legacy deserves thoughtful consideration and a clear response,” Blatcher said. “We remain disappointed that our written request has not received an official written reply, but we welcome the opportunity to work with the Governor’s Office toward a fitting recognition.”
Although the original request sought recognition in conjunction with the park’s 50th Re-dedication, the Coalition believes Veterans Day offers an equally appropriate occasion to honor Allensworth. The Coalition urges Governor Newsom to reconsider the request on its merits and grant the honorary promotion.
“We encourage Governor Newsom to view this renewed request as an opportunity to honor a deserving Californian whose military service and civic leadership continue to inspire,” Blatcher said. “Granting this recognition for Veterans Day would demonstrate thoughtful, responsive leadership and affirm the enduring value of service, fairness, and justice.” ####
